BEIJING/TRISHULI, Nepal Aug 30 (Reuters) - China on Sunday said 261 foreign nationals from 23 countries were missing on the Tibetan side of a border c...

BEIJING/TRISHULI, Nepal Aug 30 (Reuters) – China on Sunday said 261 foreign nationals from 23 countries were missing on the Tibetan side of a border crossing with Nepal following a mudslide which tore through the Himalayan region, while the death toll in Tibet has reached 16 people.

Officials from China’s Tibet Autonomous Region ‌said at a press conference that the highest number of missing foreigners was from Nepal at 104, while 49 Indian, 33 Latvian, 18 American and 15 British citizens were also unaccounted for. They said authorities in Beijing have notified foreign missions.

The nationality breakdown was the first from the Chinese side since the ‌collapse of a glacier on Wednesday unleashed a torrent of ice, rock, mud and debris down Himalayan rivers.

Authorities said 16 people had died in Gyirong County as of Saturday evening and that 546 were missing.

In Nepal, the disaster authority said at least 675 people were killed on its side of the border, 2,498 are missing and 7,514 have been rescued.

Local police told Reuters that residents and rescue workers have moved to higher ground after the water level in the nearby Trishuli River rose over the past few hours, underscoring the risk of further flooding even as rescue efforts continue.

CHINA LINKS DISASTER TO GLOBAL WARMING

The disaster was “caused by glacier instability under the long-term effects of global warming”, Chinese state broadcaster CCTV reported on Sunday, saying it is a “new and prominent feature of cryosphere disasters” on the ‌Tibetan plateau.

It took six to seven minutes for the mudslide from the Nepalese side to reach the Gyirong border crossing, CCTV reported, citing the findings of Chinese scientists.

Surveillance footage from the crossing showed torrents of water and debris engulfing buildings while people tried to flee.

China’s Foreign Minister Wang Yi told his Nepalese counterpart in a Saturday telephone call that the mudslide was their “most severe cross-border disaster” in recent years, and that rescue operations were of unprecedented difficulty and complexity, CCTV reported.

China ‌has mobilised over 2,100 emergency rescue workers and allocated at least 220 million yuan ($32.7 million) to support relief efforts. It is also providing ‌emergency cash aid, disaster relief supplies, satellite and hydrological data and tunnel rescue experts to Nepal, the state broadcaster said.

The countries are working together to identify missing citizens and foreign nationals, as well as strengthening cooperation in disaster prevention and mitigation, and climate-change response, CCTV reported.

More than 90,000 people are likely to have been affected by the disaster, the Red Cross estimated.

SYDNEY, Aug 30 (Reuters) – Australia’s far-right One Nation party won a seat in a state parliament long held by Prime Minister Anthony Albanese’s centre-left Labor Party, continuing a surge that had gained the populist group its first seat in the ‌national lower house.

Gym owner Luke Herdegen scored One Nation’s first lower house seat in the Western Australia parliament, an official tally showed on Sunday, taking a seat in the state capital Perth that had been held by Labor for decades.

One ‌Nation, led by Senator Pauline Hanson, overtook Labor in a national opinion poll for the first time in June, a month after winning its first elected seat in the federal House of Representatives.

Founded in 1997, One Nation long occupied the political fringe, but its hard line on immigration has drawn more support amid public frustration over housing shortages, high living costs and a general decline in support for Australia’s major parties.

The result underscores the challenge One Nation poses to Australia’s main centre-left and centre-right parties as it converts rising poll numbers into seats, raising the stakes ahead of an election in Victoria state later this year.

Tanya ‌Plibersek, a senior federal Labor minister, said in televised remarks that Herdegen’s win meant her party should “think about what more we need to do to communicate the fact that the Labor Party is the only party focused on real delivery to take pressure off ordinary Australians”.

Herdegen said late on Saturday that his win in the Perth suburb of Secret Harbour represented a “huge message” ‌to Labor in Western Australia and nationally.

“It sends a message that there are no safe Labor seats in ‌this state or in this country,” he said in remarks broadcast by News24.

Herdegen beat a Labor newcomer with 57% of the vote in the by-election after longtime incumbent Paul Papalia resigned, citing a family medical issue. The constituency, which changed boundaries and names over the years, had been held by Labor since 1989.

Aug 29 (Reuters) – France’s Diane Parry stayed resilient to defeat Belgian second seed Elise Mertens 6-4 0-6 6-3 in the Monterrey Open final ‌on Saturday, securing her maiden WTA singles title in her final tune-up ahead of the U.S. Open.

Parry, 23, took control of the ‌match early at the WTA 500 event, racing to a 4-1 lead in the opening set before 30-year-old Mertens stormed back to level. Parry won the next game and then broke Mertens to take the first set 6-4.

But a dominant Mertens emerged for the second set as the Belgian won six straight games, breaking her opponent three times. Parry took a ‌medical timeout while down 5-0 in the second set but returned to the match.

The Frenchwoman found her momentum again in the deciding set, taking a commanding 5-1 lead before the Belgian started inching her way back, ‌winning back-to-back games. But a resilient Parry served out the set ‌6-3 to win her first Tour-level singles title in just over two and half hours.

Parry will face Swiss Viktorija Golubic at the U.S. Open on Monday.

SEOUL, Aug 30 (Reuters) – South Korea unveiled a major cabinet reshuffle on Sunday, naming First Vice Finance Minister Lee Hyoung-il as the new deputy prime minister and minister ‌of economy and finance.

The administration also tapped ruling Democratic Party lawmaker Kim Seung-won to lead the Ministry of Justice, and named Kang Shin-chul, former deputy commander of ‌the South Korea-U.S. Combined Forces Command, as the new defense minister, presidential chief of staff Kang Hoon-sik said in a televised address.

The reshuffle of the cabinet comes as President Lee Jae Myung’s administration seeks to revitalize its international policy momentum as it enters its second year, at a time when analysts are questioning the sustainability of his expansionary fiscal policies amid a rout in the local bond market.

Lee Hyoung-il, a career technocrat who ‌has held the vice finance minister position since June last year, inherits an economy running hotter than expected and will be working with a central bank that is now tightening policy as the government is expected to boost fiscal spending for the year ahead.

The ‌government is expected to roll out its 2027 budget next week.

In South ‌Korea, cabinet nominees must face strict legislative scrutiny before they can formally be appointed by the president.

The president retains the ultimate constitutional authority to appoint his ministers, even if parliament votes them down.

By Field Level Media Aug 30 (Field Level Media) - Michael Block ripped an eagle on his opening hole and kept the pressure on, finishing 7-under-par 65...

By Field Level Media

Aug 30 (Field Level Media) – Michael Block ripped an eagle on his opening hole and kept the pressure on, finishing 7-under-par 65 to grab a two-stroke lead at the Ally Challenge in Grand Blanc, Mich.

Block, perhaps most well known for his top-15 finish at the 2023 PGA Championship, is ‌in pursuit of his first win on the PGA Tour Champions circuit, fresh off a top-five showing last week at the Rogers Charity Classic, another high mark in his career.

Competing on a sponsor exemption, Block knows that continuing to string together strong finishes is doubly important for him.

“Top-10 is huge for me,” ‌Block said. “If I get a top-10, it gets me into the Sanford International in Sioux Falls, South Dakota, which has been a huge goal of mine because if I do get that, it will be my seventh start and that would officially put me into the official Charles Schwab Cup money list, which would get me into the Playoffs, which would get me then into Norwood Hills and St. Louis, which is where I’m from … so there’s a lot going on.”

His eagle on the par-5, 563-yard No. 1 provided a splash, but following his big round that left him at 13 under, Block was quick to credit the steadying influence of his son, Ethan, who serves as his caddie.

“Great round, consistent round,” Block said. “My son Ethan, who’s on the bag, is the level-headed human out of ‌my family. It’s a Godsend that he’s on my bag because I’m the least level-headed human being in the world. Glad to have Ethan on the bag, he got me through it.”

Block’s steady play at Warwick Hills was notable, resulting in a bogey-free round. He added birdies on Holes 5, 7, 9, 13 and 16.

To secure his first win, Block will have to hold off a field that includes Rogers-winner and current holder of second-place Steven Alker of New Zealand.

Alker shot a 7-under ‌65 to match Block, going bogey-free with seven birdies to get to 11 under.

“It was nice. I felt comfortable out there,” Alker said, ‌acknowledging his momentum. “Just start building, start feeling better with my shots, starting to drive it a little bit better. Everything just feels like it’s getting a little bit better.”

Ireland’s Padraig Harrington is three back at 10 under after carding 69. He’s alone in third place.

Argentina’s Ricardo Gonzalez (69) and Vaughn Taylor (72) are tied for fourth at 9 under.

Four more golfers are tided for sixth at 8 under: Thailand’s Thongchai Jaidee (65), Argentina’s Angel Cabrera (68), Chad Campbell (68) and Australia’s Greg Chalmers (69).

CARACAS, Aug 29 (Reuters) - Venezuelan interim President Delcy Rodriguez said on Saturday that an energy agreement with the U.S. would remain in force...

CARACAS, Aug 29 (Reuters) – Venezuelan interim President Delcy Rodriguez said on Saturday that an energy agreement with the U.S. would remain in force for 25 years, target an increase in crude output to 1.5 million barrels per day (bpd) and preserve the country’s sovereignty over its natural resources.

Rodriguez hailed the accord in a late-night address ‌as a “historic” deal that would help revive the economy and boost government revenue, saying it would help shape the country’s future.

“This 25-year bilateral project envisages the development of 17 strategic oilfields with a production target of more than 1.5 million barrels per day,” Rodriguez said on state broadcaster VTV.

“That figure relates solely to the bilateral ‌agreement between Venezuela and the United States.”

Rodriguez added that the agreement’s target of 1.5 million bpd was only an initial goal and that the broader plan also included the development of eight greenfield oil blocks as part of a wider expansion of the country’s energy sector.

President Donald Trump on Friday announced plans for the U.S. to take partial control of Venezuela’s vast oil reserves, betting that American companies can help revive the South American nation’s battered energy industry while providing a new source of crude to help lower U.S. fuel prices.

Trump provided few details on the agreement, saying only that the U.S. had secured majority control of more than 65 billion barrels of Venezuela’s proven oil reserves through a partnership with private business.

Venezuela has the world’s largest proven oil reserves, but it produces only about 1.25 million bpd – far below its potential – after ‌years of underinvestment, mismanagement and sanctions.

Rodriguez said the agreement could generate about $209 billion in revenue for the Venezuelan state, based on a benchmark oil price of $65 per barrel, though she acknowledged crude prices could fluctuate. She said roughly $19 from each barrel produced and sold under the arrangement would flow directly to Venezuela, providing a significant boost to government revenue.

She said that the country retained “ownership of and sovereignty” over its natural resources, “while leveraging capital, technology and operational expertise to support the recovery of a strategic industry that ‌has been severely affected by sanctions.”

Earlier on Saturday, dozens of pro-government groups gathered in downtown Caracas to protest against the U.S. presence in Venezuela.

Rodriguez ‌welcomed the agreement following Trump’s announcement, saying it would bolster economic growth and increase government revenue.

Venezuelan officials are preparing to sign agreements next week granting new oil exploration and production rights to several companies, including U.S. firms.

Two sources close to the negotiations said on Friday that Chevron was among the companies expected to finalize talks to transition its Venezuelan joint ventures into the country’s new energy framework.

Aug 29 (Reuters) – The U.S. government plans to take a 35% passive stake in Venezuelan businessman Alejandro Betancourt’s North American Blue Energy Partners, the Wall Street Journal reported ‌on Saturday, citing people involved in negotiating the deal.

The U.S. also plans to secure preferential rights to purchase 20% of the company’s production at cost, the WSJ reported.

The ‌Pentagon’s Office of Strategic Capital plans to structure the investment through penny warrants that would yield the U.S. an equity ownership in the business without significant capital investment, the WSJ reported.

The report comes only a day after U.S. President Donald Trump said on Friday that the U.S. would take control of a fifth of Venezuela’s vast oil reserves.

Trump provided few details about the arrangement, saying only that the U.S. had secured majority control of more than ‌65 billion barrels of Venezuela’s proven oil reserves through a partnership with private business.

Responding to a Reuters request for comment, chief Pentagon spokesperson Sean Parnell said: “The Office of Strategic Capital (OSC) does not take equity stakes in private companies. Under its statutory authority, OSC’s role ‌is strictly limited to providing capital assistance in the form of a loan, ‌loan guarantee, or technical assistance (including transaction structuring for developing and financing investments).”

The White House and North American Blue Energy Partners did not respond to requests for comments outside regular business hours.

Aug 30 (Field Level Media) – President Donald Trump will serve as the honorary chairman at the 2026 Presidents Cup and plans to attend the event that will be held at Medinah Country Club in Chicago from Sept. 24-27.

“At ‌the request of the PGA Tour, and its Great new Commissioner, Brian Rolapp, it is my Honor to accept being the Honorary Chairman of the upcoming Presidents Cup, which will take place at the Medinah Country Club in Chicago,” Trump said ‌in a statement posted on Truth Social. “This will be a particularly exciting event. Both teams are “loaded” with Talent. I look forward to being there, and greeting all of these fantastic athletes, on both teams! Thank you for your attention to this matter. See you in Chicago!

Trump served the same role for the 2017 Presidents Cup held at Liberty National Golf Club in New Jersey during his first presidential term. The U.S. won that competition over the international team, 19-11. He also made an appearance during the first round at last year’s Ryder Cup held at Bethpage Black on Long Island.

“The Presidents Cup has a proud tradition of ‌engaging world leaders from across the globe and across political lines, and President Trump’s involvement continues that legacy,” PGA Tour CEO Brian Rolapp said in a statement. “His participation will help elevate the event on the international stage while furthering our mission of bringing people together through the game of golf.”

Brandt Snedeker will serve as captain of the American team that will take on an international ‌team led by captain Geoff Ogilvy of Australia next month.

Aug 29 (Reuters) – An emotional Roger Federer said he was still writing his love letter to the sport that “meant the world” to him on Saturday as the 20-time Grand Slam champion was inducted into the International Tennis Hall of Fame in Newport, Rhode Island.

Federer, who was inducted alongside broadcaster and journalist Mary Carillo, reflected on his storied career in a speech that brought him to tears ‌a few times.

“This is one of the greatest honours of my life,” said Federer. “They call this the Hall of Fame, but fame was never the goal.

“My goal was to spend my life doing something I love … with people who love it as much as I do.”

The Swiss captured a men’s-record eight Wimbledon titles and spent 310 weeks as the world number one. He also won six Australian Open crowns, ‌five U.S. Open titles and one French Open title.

And he did it all while playing with elegance, a signature headband – apparently wearing more than 5,000 of them during his career, he quipped in his address – and almost always two pairs of socks.

“Tennis meant the world to me. Not just playing, not just winning, but creating something new,” said Federer, who retired in 2022 with 103 ATP Tour titles.

“It’s a mentality I have. I used to play serve and volley, I had a transition game, I played way beyond the baseline sometimes, or on top of the baseline. And I would even try to sneak up on my opponents on my return, and some call it the SABR (Sneak Attack by Roger) today.

“This is what was important to me on the court, but so much of what was really important happened off the court.”

The 45-year-old got emotional while thanking his coaches, doctors and family, including wife Mirka, who praised Federer for his character off the court as husband, father and friend.

As his name entered the Hall ‌of Fame, Federer said he was proud that Switzerland was coming with him, recalling how he loved watching tennis as a 13-year-old ball boy in Basel.

“I’m still writing my love letter to tennis, and my time as a player is done, but tennis will always stand at the intersection of everything I care most about,” he said.

“My family, our friendships, the past 40 years, the future we’re building – tennis, for me, is responsible for it all. So this is not a goodbye.”

The Swiss said he was “incredibly lucky” to have played with different generations of tennis players, from Andre Agassi and Lleyton Hewitt to Andy Roddick, Rafael ‌Nadal and Novak Djokovic.

But he added that his induction was not only an opportunity to look back on his career, but also ahead to the future of the game.

“We all ‌leave the court eventually, but the sport keeps evolving,” said Federer. “And as the pace of professional tennis speeds up, as the sport becomes even more global, I so hope it will keep some of that amateur spirit. Keep the camaraderie among the players.

“I hope the players will stay young at heart and stay true to their authentic selves, and always remember, never stop asking questions or taking risks.

“Do things with the game, we’ve never seen before. Keep pushing this sport we love to the next level and keep getting better, better, and better.”

Aug 30 (Field Level Media) – The New York Yankees removed rookie shortstop George Lombard Jr. from the nightcap ‌of their doubleheader with the visiting Boston Red Sox on Saturday night due to right knee discomfort.

The team said Lombard ‌was undergoing imaging at New York-Presbyterian Hospital.

In the second inning, Lombard checked his swing on a pitch from Brayan Bello. Afterward, Lombard grimaced and held his right knee.

After a team athletic trainer and manager Aaron Boone checked on him, Lombard stayed in the game and singled. Lombard batted in the third and flew out to left field ‌after the Yankees took a 3-1 lead but was lifted for the start of the fourth inning.

New York moved Jose Caballero from third base to shortstop and Amed Rosario entered the game ‌at third.

Lombard joined the team on Aug. 4 and was ‌the first Yankees shortstop to homer in his major league debut. The 21-year-old is batting .253 with two homers and six RBIs in 23 games since getting promoted from Triple-A Scranton/Wilkes- Barre.
